Constant is the Senior Policy Expert for SEC’s Cooling Singapore project, translating research into actionable policies and regulations. Member of the International Panel of Experts that reviewed BCA’s 3rd Green Building Masterplan and Senior Expert at the think tank Global Building Performance Network. Constant spent most of his career in the private sector. Notably as VP Sustainable Development & Public Affairs at LafargeHolcim, overseeing regulations and green building standards globally and helping shape the company’s R&D portfolio. He led WBCSD’s Energy Efficiency in Buildings project that drove the EU to adopt the Energy Performance in Buildings Directive. Prior to this, he held corporate strategy and business consulting responsibilities at Alcatel, and started his career as a civil engineer mainly with ARUP in the UK and Germany. Constant holds a Masters of Civil Engineering from ETH Zurich (CH), a MBA from Cranfield University (UK) and an executive Diploma in Directorship from SMU (Singapore)
